Measures to Activate Work Integration Social Enterprises: A Comparative Analysis of the UK and Korea

The purpose of this study is to present the ways to develop work integration of social enterprises through conducting an comparative analysis of the social enterprises and pre-social enterprises in Korea and UK. Especially, achieving work integration of disadvantaged people in the labour market in the aspect of several important characteristics of work integration - characteristics of the target groups, purposes of integration, modes of training and employment, and self-sufficiency of finance and type of resources mobilization- was analyzed as the important factors in the study. The results showed that social enterprises can work as an effective work integration method for disadvantaged people who are at risk of permanent exclusion from the labour market only when suitable job and customized training and/or resources are provided to them in an integrated manner by satisfying their diverse social and occupational abilities. To activate work integration social enterprises in Korea, like in the UK, the programs considered as pre-social enterprises(Job Creation Program in Social Services, Self-sufficient Communities, Self-supporting Program and the rehabilitation programs for the disabled) should be transformed to work integration social enterprises. This will provide appropriate job positions to different group depending on target groups social and work abilities, and offer structured training and adequate support to the group. Finally, it is recommended that the community goods and services should be actively developed through the community development and service reform, to provide continuous employment opportunities to those who are disadvantaged in the labour market.
